Call to order: Meeting began at 7:32 p.m. at the Swansea Town Hall.
Approval of Agenda:
A motion was made by Bill Roberts and seconded by Marianne Fenner to approve the agenda as amended. Carried
Acceptance of previous minutes: March 17, 2003
A motion was made by Bill Roberts and seconded by Frances Labelle to accept the minutes. Carried
MEMBERSHIP
Louis Gris reported that there were 5 single, and 7 family business memberships, for a total revenue total of $134.00. There are 64 members to date. A motion was by Louis Gris and seconded by Ron Braun to accept the membership report of April 2003. The funds will be handed over to the treasurer. Carried
TREASURER'S REPORT
Louis Gris reported on the Joan Oreto's treasurer's report as of April 14, 2003.
A motion was made by George Dubauskas and seconded by Marianne Fenner to accept the April 14, 2003 treasurer's report. Carried.
CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS
Bill Roberts stated that CORRA has filed their appeal with the OMB and that five North York resident groups also filed an appeal
A motion was made by Frances Labelle and seconded by John Meijer to have SARA and RARG file a joint appeal regarding the Swansea Part 2 Plan of Toronto's Official Plan to the OMB and to the Ministry of Municipal Affairs in support of CORRA's appeal to the entire appeal of the Official Plan to the OMB in both cases. NEWSLETTER
An invitation will be sent out as opposed to a newsletter regarding the AGM
INSURANCE CLAIM
A letter was received from Logreco Barrister, regarding an insurance claim from a slip and fall that occurred at the SARA fundraising event November 7th, 2002 at the Village Player's Theatre. A motion was made by Frances Labelle and seconded by Marianne Fenner that Steve Howe, the broker at State Farm Insurance was to start the process regarding any liability in this matter.
A motion was made by Frances Labelle and seconded by Peter Keefe to have the Secretary of SARA obtain copies of any contracts for SARA, financial documents and financials records from the treasurer, so that they are kept in the SARA files located at Swansea Town Hall. Carried
A motion was made by Bill Roberts and seconded by Peter Keefe to have the Nominating Committee for this years' AGM to find a new treasurer for the May AGM and for next year. Carried
It was discussed that the current treasurer will meet with the new treasurer to discuss the transition issues.
308 WINDERMERE AVENUE
Wayne Churchmuch stated that he would be increasing the size of the living room at 308 Windermere Avenue, and that this matter would be going to the Committee of Adjustment on May 13th. He has sought the approval of 25 of his surrounding neighbours and they have no issues with this renovation.
1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT
WINDERMERE BY THE LAKE – REON DEVELOPMENT
Frances Labelle reported that their was an error on one of the issue regarding the commercial space, and that the intent of the agreement remains the same, this Reon will correct this error.
SWANSEA PLAZA REDEVELOPMENT
Frances Labelle stated the planner and architect would be meeting with the City Planner this week to discuss alterative site design plans, and that David Miller was in support of this meeting.
MEOW CLUB – THE PEMBERTON GROUP
Frances Labelle stated that the public community meeting was being held on Monday, April 28th at 7 pm at the Swansea Town Hall.
FRED VICTOR CENTRE – LAKESHORE/WINDERMERE
Frances Labelle stated that Peter Zimmerman of the City's Let's Build program would be attending the SARA board meeting in May to discuss the designing, the joyco building, environment issues, occupancy and other details about this site.
COMMITTEE OF ADJUSTMENT
Frances Labelle stated there were more and more semis being built on Morningside.
MUNICIPAL SHELTERS

Bill Roberts stated that the last meeting had been cancelled.

BILLY BOB'S
A motion was make by Bill Roberts and seconded by John Meijer to have Louis Gris speak on SARA's behalf at the public meeting regarding Billy Bob's being held on at the Swansea Town Hall on. Carried
DARK HORSE
Nick Singh reported that the community still has issues with Dark Horse and that he is speaking on behalf of the community at the Liquor Licensing Commission meeting. He will continue to do more research on filing an appeal. He also noted that the Dark Horse received their license for the outside patio.

Marianne Fenner reported that she received a response from her letter on April 3rd. Victoria Masynk, Bill Roberts, Merle Hudson and Marianne Fenner did attend the meeting. There were five representatives from the City at the meeting.

Peter Keefe reported that there are more issues with home invasions.

Jean McMullan stated that she is withdrawing from this committee. SARA requires a new representative.
SWANSEAS HISTORICAL SOCIETY
No update at this time regarding street names.
SWANSEA MEMORIAL LIBRARY
George Dubauskas stated that there is a new strategic plan for 2003 for the Toronto Public Library, and that every three years thy work on a new strategic plan. A motion was made by Frances Labelle and seconded by Louis Gris to have George Dubauskas contact the Toronto Public Library Board so that they put in a notice that the community must be notified to have their involved. Carried
SWANSEA PUBLIC SCHOOL
Marianne Fenner spoke to the individual involved in organizing the ceremonies. It was noted that the school council sponsors ten awards. The school would like SARA to sponsor the following new awards: information technology award, one or two of the two math awards, science award and an award for the top female athlete. It was discussed that SARA would like to sponsor awards that are more themed to community involvement. Marianne Fenner to follow up.
SWANSEA TOWN HALL
Louis Gris reported they are still doing interviews for the position of Executive Director, and that the ravine expansion project is still being reviewed and restructured to keep within the $500,000 range.

Frances Labelle emailed her notes on the Meow Club and Fred Victor centre. Their next meeting is on Monday, April 21st at 7 pm at Palace Pier.

NEW BUSINESS
SIDEWALKS ON RIPLEY AVENUE
A motion was made by Marianne Fenner and seconded by George Dubauskas to have Victoria Masynk write a letter on behalf of SARA regarding getting sidewalks on Ripley Avenue. Carried
Frances Labelle sent an email on behalf of RARG to Michael Booth of David Miller's office stating the Ripley Avenue needed an overhaul on the sidewalk issues re safety. This has become a very busy street and that sidewalks are now needed.
DEDICATION TO JAMIE BELL
Sybil Wilkinson reported that on Saturday, May 24th at 10 am a dedication of a playground in High Park close to Parkside Drive would be dedicated in honour of Jamie Bell.
AGM – ANNUAL GENERAL MEETING – WEDNESDAY, MAY 14, 2003
Frances Labelle has agreed to take the minutes at the agm.
It was noted that Jean McMullan and Lynn Clay would not be running for the board next year.
Vicki Vancas will provide Louis Gris with the notice flyer to be mailed to the SARA database, and copies of the membership brochure for the night of the agm.
Vicki Vancas will provide Victoria Masynk with copies of the agenda and last year's agm minutes for distribution at the meeting.
MEMBERSHIP REPORT
A motion was made by Louis Gris and seconded by Ron Braun to accept the membership report of May 17th, which stated that there were 5 single, and 7 family new memberships for a total of 12. $134.00 would be passed onto the treasurer. Carried
ADJOURNMENT
A motion was made by Frances Labelle and seconded by Sybil Wilkinson to adjourn the meeting. Carried.
