S.A.R.A. Executive Meeting Minutes – December 10, 2002

Note: Bill Roberts left at 8:30 p.m.

Guests: No guests in attendance

Call to order: Meeting began at 7:33 p.m. at the Swansea Town Hall.

Approval of Agenda:

A motion was made by Bill Roberts and seconded by George Dubauskas to approve the agenda as amended. Carried

Acceptance of previous minutes: November 19, 2002

A motion was made by George Dubauskas and seconded by Ritvars Bregris to accept the minutes as amended. Carried

MEMBERSHIP

Louis Gris reported that there were 4 new memberships (3 family, 1 single). There are now 131 members. The new membership income was $46, and this income will be forwarded to the treasurer. A motion was made by Louis Gris and seconded by George Dubuaskas to accept the membership report of December 10, 2002. Carried

TREASURER’S REPORT

A treasurers report was not submitted at this time.

Expenses:

A motion was made by George Dubuaskas and seconded by Ron Braun to approve the expenses as submitted. Carried

Lois Gris will submit the expense receipts and membership income to the treasurer.

NEW BOARD MEMBER

A motion was made by Lynn Clay and seconded by Bill Roberts to accept Ian Caldwell and have him join as a new SARA board member. Carried

LOCAL ISSUES

PETRO CAN - 8 SOUTH KINGSWAY

No update at this time.

PETRO CAN - QUEENSWAY & SOUTHPORT

No update at this time.

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT

Peter Keefe noted that they are on the verge of driving more pillons into the site.

HUMBER CYCLING/PEDESTRAIN TRAIL

No update at this time.

FRED VICTOR CENTRE – LAKESHORE/WINDERMERE

No update at this time from the City as to the new building on this site.

Victoria Masynk did receive letters from the City’s Urban Development Services Department to state that there are no issues at this suite, and that if any issues develop they should be directed to Peter Zimmerman.

A motion was made by Bill Roberts and seconded by Ritvars Bregris to clarify SARA’s position on the historic building on this site. SARA’s position is to have the building remain on the existing location and become operational once again as a gas station, or have the building moved to the north side of the lakeshore, just east of Ellis Avenue and continue to have it operate as a gas station. Victoria Masnyk is to write a letter to David Miller and send copies to Barry Brooks and Peter Zimmerman regarding SARA’s position. Carried

The board still requires a board member to look after this project, as Victoria Masynk is just filling in on a temporary basis.

MUNICIPAL SHELTERS

Bill Roberts stated that the next meeting will be held in January.

WINDERMERE BY THE LAKE – REON DEVELOPMENT

Victoria Masynk noted that work was done on the site on Sundays. She contacted both the police and City regarding work on Sundays. A motion was made by Bill Roberts and seconded by Lynn Clay to have Ron Braun send an email to Don Richardson of Reon regarding Sunday work and work beginning during the week at 5 a.m. not 7 a.m. If this timing has been authorized by the City then those issues will be dealt with, and if the timing has not been authorized those issues will also be dealt with after Reon responds back to Ron. Carried

BILLY BOB’S

Louis Gris stated thata he had no further response on this issue.

SAVANAH

Will continue to monitor.

COLONIZATION OF SIGN BY-LAWS

No update at this time.

DARK HORSE

George Dubauskas stated that there was no answer as yet, but that the community may have a good chance in winning.

RAVINE BY-LAWS

Bill Roberts is still reviewing the details on the ravine by-laws.

BOATHOUSE

No update at this time.

RUNNEYMEDE HOSPITAL

Will continue to monitor.

SWANSEA PLAZA REDEVELOPMENT

Bill Roberts stated that this project is going to community council on January 23rd. Ron Braun noted that there will be no more working committees on this project.

MEOW CLUB

A motion was made by Bill Roberts and seconded by Ritvars Bregris to have Victoria Masynk write a letter to David Miller to ensure that there is a public meeting regarding the adjustments to this site before any submissions are accepted. Carried

WATER & SEWAGE

Victoria Masynk will be sending to the letter to the City Clerk.

CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS

Same issues as last month’s meeting.

COMMITTEE OF ADJUSTMENT

Vicki Vancas read the email report as submitted by Frances Labelle. There were three items affecting this area: (1) Stelco site: variances granted to enable them to proceed with site plan approval process, no surprises, changes as we were advised; (2) 39 Grenadier Heights: truly minor variance to legalize deck that was built without permits; (3) 8 Grenadier Heights: addition to building, supported by three letters from neighbours, no one appeared in opposition, house was already over allowed gross floor space, renovation done by expert in historical renovations and addition will be disguised.

Bill Roberts noted that the meeting being held to discuss Community of Adjustment issues will be held on Friday, December 13th at 9:30 a.m. at City Hall, Planning and Transportation Department. Merle Hudson will attend the meeting on Bill Robert’s behalf.

HUMBER YORK COMMUNITY COUNCIL

No update as this time.

GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II

Bill Roberts and Frances Labelle attended the last meeting.

A motion was made by John Meijer and seconded by Louis Gris to have Frances Labelle become the backup for Bill Roberts for these meetings. Carried

TORONTO OFFICIAL PLAN

Bill Roberts is continuing to work on issues with this new plan.

HIGH PARK CITIZENS ADVISORY COMMITTEE

No update at this time.

SWANSEA MEMORIAL LIBRARY

George Dubuaskas stated that there were a lot of preschoolers who went to the Library last Friday.

SWANSEA PUBLIC SCHOOL

Bill Roberts will followup with the new principal on any issues.

SWANSEA TOWN HALL

Louis Gris stated that the renovation project is still in a financial shortfall, and that they may have to work on this project in a staged manner.

SWANSEA RECREATION CENTRE & RENNIE PARK

Merle Hudson stated that she had no response yet on soil issues.

Lynn Clay noted that the New Years Eve party is scheduled to begin in the park at 9:00 pm. and that it has a family theme.

TRAFFIC CALMING

John Meijer noted that there will be traffic calming on Palisades for the next six months, with a 24 hour turn barrier.

COMMUNITY POLICE ADVISORY COMMITTEE - POLICE ADVISORY BOARD

No update at this time.

WORLD 19

NEWSLETTER

The next newsletter is scheduled for January.

SARA WEBSITE & MARKETING

No update at this time.

FUNDRAISING

Louis Gris will approach the Village Players to have another fundraiser with them next November.

OTHER ISSUES

Bill Roberts bought in Gunners files, each board member should pick up the file/s related to their areas of concern. Other documents will be filed in the SARA cabinet located at the Swansea Town Hall.

NEW BUSINESS

There was no new business.

AGM – ANNUAL GENERAL MEETING

Planned date: Wednesday, May 14, 2003 at 7:30 p.m. at Swansea Town Hall.

Victoria Masynk will ask Staff Inspector Brody Smollet to be a speaker at the SARA AGM.

Vicki Vancas noted that someone else will have to take the minutes at the AGM as she will not be able to attend.

A motion was made by Merle Hudson and seconded by Ron Braun to adjourn the meeting. Carried.
