Call to order: Meeting began at 7:37 p.m. at the Swansea Town Hall.
Approval of Agenda:
A motion was made by George Dubauskas and seconded by Ron Braun to approve the agenda as amended. Carried
Acceptance of previous minutes: December 10, 2002
A motion was made by Joan Oreto and seconded by George Dubauskas to accept the minutes as amended. Carried
MEMBERSHIP
Louis Gris reported that there were 2 new memberships (1 family, 1 single). There are now 4 paid members for 2003 (2 prepaid). The new membership income was $22.00 and this income was forwarded to the treasurer. It was noted that the renewals should be coming in after the newsletter is mailed. Paid membership for 2002 was 129. A motion was made by Louis Gris and seconded by Ritvars Bregzis to accept the membership report of January 21, 2003. Carried
TREASURER'S REPORT
Joan Oreto submitted the treasurer's report as of November 15, 2002.
A motion was made by Joan Oreto and seconded by George Dubauskas to accept the November 15, 2002 and December 31, 2002 treasurer's reports. Carried.

LOCAL ISSUES
PETRO CAN - 8 SOUTH KINGSWAY
Ron Braun to follow up with another letter to the City Solicitor, with a copy to David Miller.

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT
Louis Gris stated that they was activity there, and Bill Roberts stated that there are still issues with the pillon work on this site.
HUMBER CYCLING/PEDESTRAIN TRAIL
Marriane Fenner received a letter back from David Miller to state that a walkabout will be scheduled in June for SARA board, and had no further update on the plans.
Bill Roberts said the plans were already approved and received a copy of the plans via the Gardiner Lakeshore Task Force.
A motion was made by Merle Hudson and seconded by Ritvars Bregzis to have Marriane Fenner write a letter to J. Shanker of the City Works and Emergency Services and a separate letter to David Miller regarding issues that SARA has was their new plans, which include the stairs and accessibility, placement of specific trees and other safety concerns. In the letter to David Miller SARA is asking for him to arrange a meeting with SARA to discuss these plans. Carried
FRED VICTOR CENTRE – LAKESHORE/WINDERMERE
Victoria Masynk has not received a response from the letter she sent to David Miller.
Frances Labelle spoke to David Miller and was informed that the station will stay on the existing site, but will be moved closer to the corner, and that it was not yet determined what the building will be used for.
Both Victoria and Frances will follow up with David Miller.
MUNICIPAL SHELTERS
A motion was made by George Dubauskis and seconded by Louis Gris to have Victoria Masynk take Bill Roberts place at the meeting to represent SARA that is being held on Tuesday, January 28th at 9:30 am at City Hall, Council Chamber regarding Municipal Shelters. Bill Roberts will provide Victoria with a copy of the documents and brief her on specific areas of concern. Carried
WINDERMERE BY THE LAKE – REON DEVELOPMENT
A public meeting was held at the Swansea Town Hall on Monday, January 14, 2003. Reon reviewed the east site plans but were not prepared to discuss the west side yet.

COLONIZATION OF SIGN BY-LAWS

DARK HORSE
Louis Gris had no update at this time. Ian Caldwell received information from Michael Booth at David Miller's office to state that the Dark Horse did get their liquor license. Louis will follow up with the Alcohol and Gaming Commission regarding this matter.
RAVINE BY-LAWS
Bill Roberts is still reviewing the issues regarding the ravine by-laws.
BOATHOUSE
Marrine Fenner stated that David Miller has agreed to sett up a meeting regarding the boathouse. It was noted that there are still some issues with the Swansea Historical Society regarding the site location.
RUNNEYMEDE HOSPITAL
No update at this time.
SWANSEA PLAZA REDEVELOPMENT
Frances Labelle went to the Humber York Community Council meeting held on Tuesday, January 14 where Bentley Valley Investors Inc (Georgian Homes - The Pointe, 34 Southport Street) Preliminary Report was discussed. She also wrote a letter on behalf of RARG on issues, and did get some of those items in the motion. One of the proposals is to work with Barry Brooks at the City Development Office to ensure a better design for this site. A public meeting is scheduled for February or March.
Ron Braun mentioned that they may be a new condominium development (2 26-30 storey towers) at Park Lawn and The Queensway, and wondered how that would now affect the area traffic around our area.
MEOW CLUB
Victoria Masynk is still waiting for a response from David Miller regarding the building of a condominium development on this site.
WATER & SEWAGE
Victoria Masynk is still waiting for a response from City regarding water and sewage.
CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS
Bill Roberts reported that there are about 20 ratepayers filing appeals regarding the Official Plan. He also noted that they are still working with the Municipal Shelters issues.
COMMITTEE OF ADJUSTMENT
Merle Hudson attended the Planning and Transportation meeting (see attached report). It was noted that they may a special dispansation for their part of the meeting to start at 4pm or after, this request would have to be done in writing.
HUMBER YORK COMMUNITY COUNCIL
Frances Labelle stated that David Miller informed her that the City will be having a series of 5 workshops regarding duplicate / triplicate street names. The first meeting will be held at City Hall on Thursday, February 13 and last for approximately 3 hours. A few of the streets involved i.e. Evans, Kennedy, Morningside.
A motion was made by Bill Roberts and seconded by Marriane Fenner to have Frances Labelle write a letter to David Miller regarding the duplicate/triplicate street names in the Swansea area, and to ask the City to work with SARA regarding these name changes. A copy of the letter will go to Sybil Wilkinson to discuss with the Swansea Historical Society board meeting. Carried
Frances also noted that some of the parking area will be taken away from 1947/1997 Bloor, and that 84 Brule Gardens was renovating an existing second storey addition, and changing the setback and adding 2 parking spaces.
GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II
Bill Roberts stated that the group is now proposing a light rail transit system to run from Coxell to Kipling, as an estimated cost of $2 billion, and they are proposing to build 4 new parking garages along the transit lines.
TORONTO OFFICIAL PLAN
Victoria Masynk received a letter from Kerri Voumvakis, the Manager Office Plan regarding the representation of the Swansea area in the plan. A motion was made by Ritvars Bregzis and seconded by Ian Caldwell to have Victoria Masynk write a letter to David Miller regarding the Official Plan regarding the chaning of the working re heights and density; plus an appeal letter to the Ministry regarding Swansea issues. HIGH PARK CITIZENS ADVISORY COMMITTEE
Jean McMullan had no update at this time.
SWANSEA MEMORIAL LIBRARY
A motion was made by George Dubuaskas and seconded by Louis Gris to have Vicki Vancas or another board member attend the Budget Meeting to discuss SARA's position. Carried
George will follow up regarding the Runnymede Library Expansion activities and to ensure that children's program can be run at the Swansea Memorial Library as an alternative.
SWANSEA PUBLIC SCHOOL
No update at this time.
SWANSEA TOWN HALL
Louis Gris stated that the renovation project is still in a financial shortfall, and that they are looking for $125,000 from the community.
Geroge Dubauskis noted that there will be a joint meeting (Toronto Public Library, Swansea Historical Society, and Friends of the Swansea Library) on Wednesday, February 12th at the Town Hall.
George also noted that the Swansea Town Hall will host a Super Bowl Party on Sunday, January 26th at 6 pm.
SWANSEA RECREATION CENTRE & RENNIE PARK
Merle Hudson submitted a report on meeting held January 6, 2003.
1. Proposed cuts in Parks and Recreation Budget ($1.8 million)
# reduce general programs by 5% from 9 to 8 weeks = 9 staff positions lost
reduce casual and part time positions, in total 23 positions lost
# cut 9 recreationists across city, redistribute workload
# cut 8 recreational supervisors across the city
# relocate Sunday programs from Toronto District School Board to City facilities, result will be loss of 3 staff positions
# reduce materials and supplies by $490,000
# raise user fees for the following programs: fitness, adult $5.00 per session, employee fitness, permits for ice rinks 5%, recreational and drop-in programs, island ferries, programs for adults, senior changes
2. Rennie Park - City claims problems are due to subsidence, plan is to increase depth of soil sunken areas and resod to be done in spring
3. Garage sale fundraiser – to be held on Saturday of Mother's day weekend from 9:00 am to 1:00 pm
4. Family Funfest – date: Sunday, February 23rd from 11:00 am to 4:00 pm; tickets: family $25.00, single $6.00; main sows – reptiles, Roberto's majic show, drum group, etc.

NEW BUSINESS
A motion was made by Bill Roberts and seconded by Jean McMullan to have Victoria Masynk secure that the Council Chamber and Rosseau Room at the Swansea Town Hall for a SARA all candidates Mayors meeting to be held mid to late October of this year.

AGM – ANNUAL GENERAL MEETING – WEDNESDAY, MAY 14, 2003
Staff Inspector Brody Smollet will be the main speaker at the SARA AGM. Victoria Masynk will confirm with his topics of discussion ie. Traffice, community and local policing, liquor issues, speed bumps, new development in the area and how it will affect this division, their move to a new building.
Vicki Vancas will write a letter to the local government representatives (David Miller, Gerard Kennedy and Sarmite Bulte) is attend and speak at this event.
For discussion at the next meeting being held in February: (1) a volunteer is required from the board to chair the committee for this event and (2) volunteers are required from the board to help with this event (including the taking of the minutes).
