S.A.R.A. Executive Meeting Minutes – March 17, 2003

Call to order: Meeting began at 7:35 p.m. at the Swansea Town Hall.

Approval of Agenda:

A motion was made by Bill Roberts and seconded by Frances Labelle to approve the agenda. Carried

 

Acceptance of previous minutes: February 18, 2003

A motion was made by Frances Labelle and seconded by Ritvars Bregzis to accept the minutes as amended. Carried

 

MEMBERSHIP

Louis Gris reported that there were 5 single, and 7 family, and 1 business memberships, for a total of 13 members for a revenue total of $144.00. There are a total of 52 members this year. A motion was by Frances Labelle and seconded by Lynn Clay to accept the membership report of March 2003. Carried

 

TREASURER'S REPORT

Louis Gris reported on the Joan Oreto's treasurer's report as of March 17, 2003.

A motion was made by Bill Roberts and seconded by Frances Labelle to accept the March 17, 2003 treasurer's report. Carried.

Expenses:

A motion was made by Bill Roberts and seconded by Frances Labelle to approve the A $30.00 expense for Victoria Masynk to purchase a gift basket for Bill Haines. Carried

 

LAND USE MATTERS

 

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT

Peter Keefe reported that there has been a stop work order done on this project. There are still lots of issues from the City of Toronto's Health Department and the Ontario Ministry of the Environment – tanks leaking, issues still regarding testing, lots of contamination right down to the southern boundaries. A plan needs to be put into place and this plan needs to be communicated by the Ministry of the Environment regarding contamination below the water table.

Lynn Clay asked the question of how long would it be before the lane on Bloor Street can be opened up. Peter to investigate

WEST NILE VIRUS

Peter Keefe will follow up with the City of Toronto Public Health Director. There are a lot of mosquitoes living in the sewer system, and the unknown factor is what will be happening in the springtime. There was a recommendation that the City should look at larva control. Peter to follow up and report back at the next SARA board meeting.

 

WINDERMERE BY THE LAKE – REON DEVELOPMENT

Frances Labelle reported that construction will begin this June on the east side, and that it should be completed within 15 months.

 

SWANSEA PLAZA REDEVELOPMENT

Frances Labelle stated the public community meeting would be held on Tuesday, March 18th at 7:30 pm at Swansea Town Hall. RARG has retained a planner and an architect, and that this issue has been put on the meeting's agenda. David Miller will be chairing the meeting, and the developer will be doing a presentation.

While SARA normally does not comment on development applications before a public meeting being held by the City of Toronto, because of the possibility that there will be a pre-hearing meeting convened by the Ontario Municipal Board before SARA's next meeting the following motion was passed by Bill Roberts and seconded by John Meijer that SARA, in order to ensure the concerns of the community are dealt with, agrees to support RARG in its endeavours to ensure any development on the plaza deals with the impact issues outlined in the letter of March 17th from Robert Truman, planner to RARG, as read to the meeting. Carried.

 

MEOW CLUB – THE PEMBERTON GROUP

Frances Labelle reported that when this Meow Club redevelopment project went to Community Council for one 18 and one 24 storey condominium towers. Frances will find out more about this project at the date of the public meeting. Victoria Masynk received a letter of response from David Miller regarding this project.

 

FRED VICTOR CENTRE – LAKESHORE/WINDERMERE

Frances Labelle received a response from David Miller. She will ask Peter Zimmerman of the City of Toronto's Let's Build Program to do a presentation at SARA next board meeting on May 20. She reported that the Historic Building will be moved closer to the southeast corner of the site, the cleanup will be done this spring, studies will be done this summer, and construction is scheduled to begin in August and completed in the spring of 2004.

 

COMMITTEE OF ADJUSTMENT

Frances Labelle stated that there were two issues in the area: 1) Runnymede library expansion in going to the Community Council meeting being held Tuesday, March 18th; the building will extend into the park and to the lot line by the subway; 2) 280 Ellis Avenue will add a second storey at the rear of the building.

 

MUNICIPAL SHELTERS

Bill Roberts reported that the bylaw has been passed by the City of Toronto.

 

COLONIZATION OF SIGN BY-LAWS

GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II

Bill Roberts and Frances Labelle attended the last meeting. Bill Roberts passed around the plan. The Bathurst/Front Street expansion will begin in the spring of 2003.

Louis Gris reported that interviews are currently being done for the position of Executive Director, and that the ravine expansion project is currently on hold. A meeting is being held this Wednesday.

 

SWANSEA RECREATION CENTRE & RENNIE PARK

Lynn Clay reported that the Community Garage Sale would be held the Saturday before Mother's Day in May.

It was noted that SARA's email should be directed to the Secretary of SARA. John Meijer to follow up.

 

EVENTS

Vicki Vancas to supply Louis Gris with membership brochures for the West Home Show being held at Swansea Town Hall on Sunday, March 30.

Volunteers are needed to man the booth at the June and August events on Bloor Street. Individuals are to contact Louis Gris.

The debate is scheduled for October 15th. All candidates will be asked to attend.

A motion was made by Bill Roberts and seconded by John Meijer for SARA to host a debate once a provincial election has been called. Carried.

AGM – ANNUAL GENERAL MEETING – WEDNESDAY, MAY 14, 2003

Peter Keefe is to follow up at the next board meeting regarding, which members are staying on, who's leaving and positions.

It was noted that there would be 2 or 3 vacancies for next year's board.

Vicki reviewed the agenda and it was noted that similar to last year various board meetings would be asked to do an update report at the agm. The promotional flyer was reviewed and copies will be available for distribution at the next board meeting.

A motion was made by Peter Keefe and seconded by Sybil Wilkinson to adjourn the meeting. Carried.
