S.A.R.A. Executive Meeting Minutes – May 18, 2002

Call to order: Meeting began at 7:33 p.m. at the Swansea Town Hall.
Approval of Agenda:
A motion was made by Bill Roberts and seconded by Ron Braun to approve the agenda. Carried
Acceptance of previous minutes: March 19, 2002 and April 16, 2002
A motion was made by Bill Roberts and seconded by Louis Gris to approve these two sets of minutes with the typos corrected. Carried
SARA VISION AND MANDATE
Ron Braun submitted a final version of the SARA vision and mandate for approval.
Purpose:
To provide a forum for local ratepayers and residents within the general area of the former Village of Swansea, where community and business issues can be voiced and debated.
Build on and strengthen unique character of Swansea within the context of the City of Toronto and environs and respond to the needs of the Swansea community.
In a Way That:
Involves and encourages participation from residents, ratepayers and businesses.
Provides an open forum for discussion, information sharing and voicing of specific community issues.
Seeks involvement, support and participation from the local City Councilor, City Council and other levels of government, as well as other groups and organizations.
Encourages sound planning that addresses the unique needs of Swansea, within the Toronto context, specifically on zoning, property development, traffic safety, schooling, environmental and recreational activities.
So That:
Discussions are reached in a democratic manner;
Action plans are recommended and implemented;
And,
Swansea's interests are expressed and promoted in the most effective and inclusive manner possible.
A motion was made by Ron Braun and seconded by Bill Roberts to approve this version of the SARA vision and mandate. Carried

Louis Gris submitted his report on membership as of May 18, 2002:

TREASURER'S REPORT
Joan Oreto presented the Treasurer's Report as of May 13, 2002

LOCAL ISSUES
8 SOUTH KINGSWAY
No update, will continue to monitor.
1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT
Bill Roberts stated that the OMB has approved this site plan, and that there are still lots of issues especially regarding the environment.
HUMBER CYCLING/PEDESTRAIN TRAIL
Jamie Bell received a letter from David Miller stating that there will be a walkabout arranged for the SARA board.
FRED VICTOR CENTRE – LAKESHORE/WINDERMERE
Will continue to monitor.
47 ST OLAVES ROAD
Bill Roberts stated that he has been retained regarding this matter. The OMB hearing date is July 18.
MUNICIPAL SHELTERS
Bill Roberts stated that the meeting has been moved to October, and will continue to monitor.
WINDERMERE BY THE LAKE – REON DEVELOPMENT
Bill Roberts reported that the May 5th meeting stated that this development is being marketed to young professionals. The new developer for the east side is Crestford Developments. This developer is doing the Sumerhill/cpr station project and did the Sears building on Jarvis street. The next committee meeting will be held on June 10th, and that there are still issues to be resolved.
A motion was made by Bill Roberts and seconded by Ron Braun to have Victoria Masynk write a letter to David Miller regarding the dust control and environmental issues, and to secure a copy of the Ministry of the Environment reports, liable issues, and issues regarding the site dumping of materials and odors, also asking what are the next steps, tier commitments, and to secure a response within 14 days from Public Health and the Ministry of the environment, with a copy to Reon. Carried
BILLY BOB'S
Will continue to monitor.
DARK HORSE
Louis Gris stated that he has received a letter of response from the Alcohol and Gaming Commission that stated that they would take some of the issues addressed into consideration.
RAVINE BY-LAWS
Jamie Bell has still to draft his letter regarding this issue.
BOATHOUSE
Jamie Bell stated that a letter was received from David Miller to state that it is too early right now to set up a public meeting.
RUNNEYMEDE HOSPITAL
No update.
SWANSEA PLAZA REDEVELOPMENT
Jamie Bell stated that there would be community meeting arranged by David Miller on June 12 or 13at at 7:30 pm at the Swansea Town Hall.
CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS
Bill Roberts stated that there are issues with the Minto Development at Yonge and Eglinton regarding the height.
COMMITTEE OF ADJUSTMENT
Victoria Masynk that there were 2 , discussed at the meeting last week.
26/28 Morningside: plan for a 2 storey home, the plan was resent back to the community for a meeting at David Miller's office on Tuesday, May 28th at 5pm.
164 Windermere: the plan was sent back to the family for a further meeting, and no new date has been set.
Merle Hudson stated that she had an interesting experience at the meeting.
There are still issues with the city's website, and that Victoria's Masynk's letter had requested that the meeting agendas be put on the city's website. Victoria Masynk sent a letter to the Committee of Adjustment regarding the appeal process, to state that the application is not made available to the public, and ask why it has become more of a private matter.
It was suggested that the SARA website add on the City's website as a link for more information to residents.
HUMBER YORK COMMUNITY COUNCIL
No update as this time.
GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II & TORONTO OFFICIAL PLAN
Victoria Masynk rerouted the letter see send to the City Clerk. Bill Roberts noted that the Palace Pier Group has been asked to become part of this committee. The new report is to be released in June, and SARA will plan a community meeting for September/October.
HIGH PARK CITIZENS ADVISORY COMMITTEE
Meeting is being held tomorrow night.
Jamie Bell discussed the issues with the arsenic poisons with the pressure treated wood, which is being lead by city residents and not the city.
RENNIE PARK
Jamie Bell reported that there is some toxicity in the park, but it is minimal compared to High Park.
SWANSEA MEMORIAL LIBRARY
No update at this time.
SWANSEA PUBLIC SCHOOL
Bill Roberts stated that the graduation would be held on June 24th. Bill Roberts, Sybil Wilkinson and Bill Haines will present the awards at these events.
SWANSEA TOWN HALL
Louis Gris stated that at the May 7th meeting, that there are city hall issues still regarding the expansion. Bill Roberts stated that there are still issues regarding the expansion. Louis Gris will be working on sorting these out.
SWANSEA RECREATION CENTRE
Merle Hudson stated that the garage sale was a success, and had 60 tables.
There is a fund-raising picnic planned for June 15th and fund raising dance planned for June 5th.
TRAFFIC CALMING
Merle Hudson stated that she had a copy of the report and will review it. The new Windemere traffic circle will also be monitored.
WORLD 19
Louis Gris stated there was no update at this time.
NEWSLETTER
Jamie Bell, Louis Gris and Bill Roberts worked on new look.
MARKETING
No update at this time.
FUNDRAISING
Louis Gris spoke to the Village Players and stated that SARA could run the counter.
The play is booked for November 7th, and there are two performances: Real Inspector Hounds and After Miagrate.
The goal is to sell all 150 tickets, plus make some money at the counter from refreshments and snacks.
AGM
Victoria Masynk stated that she would not be able to attend the agm. Louis Gris will handle the president's report.
Vicki Vancas will make available a copy of last years agm minutes, and the agenda. John Meijer will do a presentation on SARA'
S website.
OTHER ISSUES
Bill Roberts reported on issues regarding non-profit housing, and that local residents would have priority in the Swansea area, and would be housed at 93 Lavinia.
NEW BUSINESS

A motion was made by Ron Braun and seconded by Bill Roberts to adjourn the meeting. Carried.
