S.A.R.A. Executive Meeting Minutes – November 19, 2002

Call to order: Meeting began at 7:35 p.m. at the Swansea Town Hall.
Approval of Agenda:
A motion was made by Bill Roberts and seconded by George Dubauskas to approve the agenda as amended. Carried
Acceptance of previous minutes: October 15, 2002
A motion was made by Bill Roberts and seconded by Frances Labelle to accept the minutes as amended. Carried
Victoria Masynk noted that Sybil Wilkinson sent a basket and best wishes to Joan Oreto. Joan fell at the Village Players theatre performance on November 7, 2002. We all wished her a quick recovery.
FUNDRAISING REPORT
In the absence of Louis Gris, Victoria Masynk presented his report on the Village Players fundraiser held on November 7, 2002. $1582 was raised, 113 individuals purchased tickets at $14 each. $49 was generated from beverage sales. There were expenses of $500 for the Village Players and $15 for beverages, for a total expenses of $515. The next profit of the event was $1116. $1180 will be submitted to the treasurer. A motion was made by Bill Roberts and seconded by Frances Labelle to accept the revenues and expenses as submitted on November 19, 20002 for this fundraising event. Carried
MEMBERSHIP
In the absence of Louis Gris, Victoria Masynk presented his report on membership as of November 19, 2002. There is 1 new membership (1 single), for a total of 127 paid members. $12 will be forwarded to the treasurer. A motion was made by Bill Roberts and seconded by Frances Labelle to accept the membership report of November 19, 2002. Carried

A treasurers report was not submitted at this time.

A motion was made by George Dubuaskas and seconded by Lynn Clay to pre-approve the $54.00 website hosting expense. Carried
Victoria Masynk will arrange to get all invoices, receipts, etc. pertaining to expenses to the treasurer.

1947/1997 BLOOR STREET WEST – CONTEXT DEVELOPMENT
Peter Keefe noted that the when the pillons were being driven into the site, damage was experienced to homes on Ellis, Windego Way and Olmypus. It was also noted that David Miller was not having much luck with the developer.
It was also noted that the fire that occurred to a home on Windego Way was arson, and that the house is now under construction.
HUMBER CYCLING/PEDESTRAIN TRAIL
Marianne Fenner sent a letter and has not yet received a response.
FRED VICTOR CENTRE – LAKESHORE/WINDERMERE
Victoria Masynk has sent a letter to David Millers office regarding shorring the station.
It was noted that at the next SARA executive meeting, we will be discussing SARA's position on what to do with the building and the site.

Bill Roberts reported that they are still dealing with ongoing issues.
WINDERMERE BY THE LAKE – REON DEVELOPMENT
Frances Labelle reported from the meeting that was held on Monday, November 18th. Comments: expect to have site remediation completed by mid December; received letter from 22 Southport concerning issues; a site visit is being organized for the committee - date Thursday, November 28th at 4:00 p.m.; site plan approval – looking to holding next community meeting in conjunction with a public meeting on the site plan – will also give a remediation update, date set is Monday, January 13 at 7:00 at Swansea Town Hall, there will be a public notice distributed; still trying to finalize public art
Other matters that arose: there needs to be TCC loading places for buses on south side of Queensway – Reon to look at having their contribution used for such purposes; ramps to Windermere – not reconstructed as expected – community should contact councillor Miller's office about this; David Miller is looking at having a community council meeting added in February because of the number of developments in wards 13/14 (Reon, Southport Plaza, Meow Club, Canadian Tire Site, 66 Quebec, 20 Gothic, Church of Christ Science on High Park, Esso Station, Roncesvalles, Ellis Ave) – Frances suggested to Barry Brooks that they should all be held on the same day so the impact could be readily seen; Meow Club – it was said density is between 2x and 3x, Barry Brooks did not have details; Apparently David Miller knew this application was coming because Barry Brooks said that about 6 months ago Miller made a comment that he was concerned about development on that side of the tracks and Gardiner.
SARA did receive a letter of response dated November 8, 2002 from Peter Gauthier of Toronto Public Health.
BILLY BOB'S
Victoria Masynk noted that Louis Gris received a letter from the Alcohol and Gaming Commission of Ontario regarding their application. It was noted that the comments from his letter will be brought to the attention of the Commission and will be given every consideration when the Commission makes a final decision as to whether the request for the licence transfer should be granted.

COLONIZATION OF SIGN BY-LAWS

DARK HORSE
George Dubauskas stated that the community may have a good chance in winning.
RAVINE BY-LAWS
Bill Roberts is still trying to get more information regarding this.

Marianne Fenner has sent a letter and has not yet received a response.
RUNNEYMEDE HOSPITAL
Will continue to monitor.
SWANSEA PLAZA REDEVELOPMENT
Frances Labelle noted that RARG has distributed a newsletter regarding this project, and that it also appears on the World 19 website.
MEOW CLUB
Victoria Masynk received a letter regarding the application for the Meow Club to put 2 condominium towers on the site. She stated that this is now the second condominium development that is planning to build on the lakefront area now (from the CNE lands to the western beaches).
A motion was made by Frances Labelle and seconded by Peter Keefe for Victoria Masynk to write a letter to David Miller regarding the Meow Club lands regarding zoning, Toronto official plan, and to request a public community meeting before any preliminary reports are done. Carried
CORRA – CONFEDERATATION OF RESIDENT & RATEPAYERS ASSOCIATIONS
Bill Roberts stated that CORRA is trying to raise funds from all ratepayer groups to deal with the OMB and Toronto Official Plan. A motion was made by Bill Roberts and seconded by George Dubuaskas for SARA to pledge $500.00 to aid CORRA if their approval goes forward. Carried
COMMITTEE OF ADJUSTMENT
Frances Labelle stated that there were no issues at this time.
HUMBER YORK COMMUNITY COUNCIL
No update as this time.
GARDINER LAKESHORE TASK FORCE, CENTRAL WATERFRONT PLAN II
Bill Roberts indicated that it was clear to make the CNE lands residential. There are a number of environmental assessments that need to be done if the Gardiner is to be taken down or parts moved. Bill also noted that the meeting dates may be changed from the 4th Thursday of the month to the second Tuesday of the month. The time 4 p.m. would remain the same.
SARA still requires backup for Bill to attend these meetings. Frances Labelle will attend the next meeting being held on Thursday, November 22nd.
It was also noted by Lynn Clay that Front Street will be going to 6 lanes from 4.
TORONTO OFFICIAL PLAN
Bill Roberts reported that 25% of what he and George Bell did got in. He noted that they were not as successful on the height and density issues. He also noted that the secondary plan is mostly being retained for the Swansea area.
HIGH PARK CITIZENS ADVISORY COMMITTEE
Jean McMullan stated that she was at the last meeting, and that a fundraiser is being planned for Jamie Bell.
No update at this time.
SWANSEA MEMORIAL LIBRARY
Lynn Clay reported that the “borrow a Book Day“ was a success. The morning was well attended and that there was lots of activity at the library all day long. She also stated that a better repore was developed with the Runneymede Library staff.
SWANSEA PUBLIC SCHOOL
No update at this time.
SWANSEA TOWN HALL
George Dubuaskas stated that the tendering quotes came in and that they are between $673,000 and $1million. The town hall will now have to reconsider this aspects of this project.
SWANSEA RECREATION CENTRE & RENNIE PARK
Merle Hudson stated that they are looking to do a fundraiser, and are dealing with pool and school temperature issues at the centre, and that they need to deal with the ponding in the park. The skating rink will now open on December 1st and close early in March.
TRAFFIC CALMING
No update at this time.
COMMUNITY POLICE ADVISORY COMMITTEE - POLICE ADVISORY BOARD
No update at this time.
Victoria Masynk will ask Staff Inspector Brody Smollet to be a speaker at the SARA AGM.
Lynn Clay will notify the board of the website address for the high risk offenders.
WORLD 19
No update at this time.
NEWSLETTER
The fall newsletter was just mailed out.
John Meijer will now be doing the layout and data input for the newsletter.
It was also noted that Dick Wilkinson was doing much better now.
SARA WEBSITE & MARKETING
Vicki Vancas stated that should would resign from this committee as the chair at this time and that she would reconsider being the chair next September.
FUNDRAISING
As reported above.
OTHER ISSUES
A motion was made by George Dubuaskas and seconded by Jean McMullan to appoint John Meijer as a member of the board of directors of SARA. Carried
Besides the website and newsletter, John will also deal with the ravine bylaws with assistance from Bill Roberts.
A motion was made by Bill Roberts and seconded by Lynn Clay to defer a move to add Ian Caldwell to the board of directors of SARA at this time, and will deal with it at the next executive meeting via a vote when Ian will be in attendance. Carried A motion was made by Bill Roberts and seconded by Merle Hudson to vote on Ian Caldwells acceptance to the SARA board of directors at the next executive meeting that Ian is in attendance. Carried
NEW BUSINESS
Bill Roberts noted that SARA should submit a proposal to the City regarding setting up a Toronto Water Board to deal with drinking and sewage water. Amotion was made by George Dubuaskas and seconded by Frances Labelle to have Victoria Masynk write a letter to David Miller to support a line department council reporting directly to the committee. Carried

A motion was made by Merle Hudson and seconded by Frances Labelle to adjourn the meeting. Carried.
